§ Mr. RUNCIMANI will consider my hon. Friend's suggestion in connection with next year's Code, but I do not think the issue of a leaflet separate from and subsequent to the Code itself would be of any value. Attention is called to the more important changes by means of the Prefatory Memorandum.
