- The noble Earl, in presenting these petitions, said, he could not let that opportunity pass, of expressing his great satisfaction at the measure that had beers brought forward in the other House, to settle this important subject. He was convinced it would be well received by the country in general, and even by those who might differ from it in one or two points.
