§ Lord CarterMy Lords, at a convenient moment after 3.30 p.m., my noble and learned friend the Leader of the House will, with the leave of the House, repeat a Statement being made in another place on the European Council in Laeken. It is likely that the Statement will be repeated after the speech of the noble Lord, Lord Wallace of Saltaire, and before the speech of the right reverend Prelate the Bishop of Portsmouth in the debate on Afghanistan.
