Lord lodger of EarlsferryMy Lords, I beg to move that the House do agree with the Commons in their Amendment No. 42,. At the same time, I should like to speak to Amendments Nos. 60 to 62.
At present, the whole of Clause 1 is due to come into force on Royal Assent On examination, that has proved to be unnecessary. The amendments would ensure that only subsections (1), (2) and (7) come into force on that date. They introduce the new Section 20 and Parts I and II of Schedule 4 to the Local Government Act 1972; that is to say, the new county and county borough areas which will exist from 1st April, 1996.
