My Lords, I am in some confusion because I have always understood that amendments to amendments are dealt with before the government case. I wish to move Amendments Nos. 10 and 11. Perhaps it may be better if I move Amendment No. 10 and then leave the debate open, listen to the arguments in respect of Amendment No. 12A and then sum up on Amendments Nos. 10, 11 and 12 and respond to Amendment No. 12A.
