Earl FerrersMy Lords, I beg to move that the House do agree with the Commons in their Amendment No. 22. I shall speak also to Amendments Nos. 33, 72, 73, 75 and 123.
These amendments will help to ensure that management responsibilities can be sensibly devolved from the police authority to the chief constable, and by the chief constable to police officers and other staff under his command. Amendment No. 72 is an addition to Schedule 4 to the Bill, which amends Section 107 of the Local Government Act 1972. Amendment No. 75 relates to the statutory responsibilities of the chief finance officer of the police authority. Amendments Nos. 22 and 33 make provision in Scotland comparable to that which is made in England and Wales. Amendments Nos. 73 and 123 are consequential amendments.
