My Lords, I beg to move that the Bill be now read a third time.

My Lords, in Clause 6 of the Bill there is the rather curious statement, 'Minister of the Crown' includes the Treasury". Can my noble friend say why that provision is necessary? Does it mean that representatives of the Treasury other than Ministers will play a part in the operation of the clause?

My Lords, in this instance the Bill was written to ensure that it conforms with the EC regulations which it matches. That is the reason why that provision is there.
