My Lords, I beg to move that this Bill be now read a second time.

The Bill consolidates the Clean Air Act 1956, the Clean Air Act 1968, Part IV of the Control of Pollution Act 1974 and related legislation. The law relating to clean air was amended most recently by the Environmental Protection Act 1990.

This consolidation Bill contains a number of minor technical amendments to give effect to recommendations of the Law Comission and the Scottish Law Commission which are necessary to produce a satisfactory consolidation. The amendments are contained in the joint report of the two commissions. I take the opportunity of thanking both commissions and the draftsman for their work in producing this consolidation.

If your Lordships are content to give the Bill a Second Reading, it will be referred in the usual way to the Joint Committee on Consolidation Bills. I beg to move.
