My Lords, I beg to move that the House do agree with the Commons in their Amendments Nos. 114 to 118 en bloc. Amendment No. 116 is a minor technical amendment. Amendments Nos. 114, 115 and 117 amend paragraph 7, which provides for a minimum payment of child maintenance. Potentially that could apply to all absent parents except for those on income support. The amendments make provisions to specify exceptions to the minimum amount.

Amendment No. 118 amends paragraph 9, which provides for a number of regulation-making powers relating to the calculation of the parent's income and capital for the purposes of the maintenance assessment. It includes provision for the income of a child to be included in exempt income in any case where the child is the child of a parent whose resources are being assessed. That is needed to offset the allowance made in exempt income.
