My Lords, I beg to move that the House do agree with the Commons in their Amendments Nos. 88 and 89 en bloc.

Amendments Nos. 88 and 89 extend the list of subjects which may be covered by regulations made under Clause 42. We have always recognised that there are a large number of regulation-making powers in this Bill but we have tried to be explicit about the likely content of these regulations by giving headings such as we have here. For that reason, we have brought forward these amendments.

Amendment No. 88, in particular, is designed to ensure that provision can be made for appeal rights against certain decisions made by child support officers which are not directly connected to the making of assessments.

Amendment No. 89 adds the example of regulations dealing with adjustments of the amounts of maintenance payable under an assessment because of over or under payments or because of a retrospective revision of an assessment; for example, following an appeal.
