§ The Earl of Strathmore and KinghorneMy Lords, on behalf of my noble and learned friend the Lord Chancellor, I beg to introduce a Bill to consolidate the enactments relating to internal drainage boards and to the functions of such hoards and of local authorities in relation to land drainage, with amendments to give effect to recommendations of the Law Commission.
