My Lords, I beg to move that the House do agree with the Commons in their Amendments Nos. 15 to 18. At the same time, I shall speak also to Amendments Nos. 20, 21, 22 and 23.

These amendments to Clauses 8 and 9 are clarifying amendments in response to a point raised at Report stage in this House by my noble and learned friend Lord Cameron of Lochbroom. Clause 8 provides statutory rules for reorganisation or amalgamation of public trusts where the original purposes of the trust have become exhausted, outmoded or unsuited to modern conditions. The amendments seek to make clear t hat in the case of any trust which had been reconstructed under these provisions and in later years wished to further reorganise or amalgamate, the requirement will not be to look to the original trust deed or document but to the one formulated at the time of reorganisation. Similar amendments are made to Clause 9.
