My Lords, I beg to move that the House do agree with the Commons in their Amendment No. 19. In moving this amendment I shall speak also to Amendments Nos. 24 to 26, 28 to 30 and 32 to 36.

As originally drafted, Clause 9 made provision enabling small public trusts which were recognised bodies and which had an annual income of no more than £5,000 to reorganise their objects without the necessity of going to court. This will be of major benefit to such bodies which may find it difficult to carry out the purposes for which they were established because of the inadequacy of their endowment or simply changes in social circumstances. Although your Lordships were warmly supportive of this provision, it was suggested that there was no need to restrict the facility to recognised bodies but that all public trusts meeting the criteria of the clause should be able to benefit. That will be the effect of these amendments.
