My Lords, I beg to move that the House do agree with the Commons in their Amendment No. 189. I should like to speak also to Amendments Nos. 191 and 193. These amendments introduce a requirement on the board to obtain the Secretary of State's approval to the financial arrangements such as remuneration and pensions which it sets for its members and employees. This will ensure that on these matters there is some control over the board's spending. It is in the public interest that there should be such control.
