My Lords, I beg to move that the House do agree with the Commons in their Amendment No. 206, which would make the regulations detailing the system of fees provided for in Clause 123 subject to negative rather than affirmative resolution.

It may be helpful if I explain that the amendment had its inspiration in this House in the form of a similar amendment put down by the Opposition. The noble Lord, Lord Williams of Elvel, suggested at that time that the details of fees were a matter which could be dealt with adequately by the negative resolution procedure. The then Secretary of State agreed to consider that point. In the event we put the amendment down in another place because a financial matter was involved.
