My Lords, I beg to move that the House do agree with the Commons in their Amendments Nos. 241 to 245. Clause 70 is intended to establish the machinery under which care orders made in one part of the British Isles may be transferred to another part. Amendments Nos. 241, 242 and 244 clarify that such regulations may provide for transfer to take place in prescribed circumstances to enable us to make conditions. Amendment No. 243 extends the regulation-making power in relation to orders made in Northern Ireland and in England and Wales to ensure that it will be possible for a prescribed order to cease to have effect if conditions prescribed in the regulations are met. Amendment No. 245 take similar regulation-making powers where the child who is the subject of a care order made in England or Wales is lawfully taken to another of the territories recognised in Clause 70.
