My Lords, it may be for the convenience of the House if I say a word about the length of speeches in today's debate standing in the name of the noble Lord, Lord Gallacher, to which your Lordships have agreed to apply a five-hour time limit. The number of speakers is such that it is not necessary to apply a formal time limit, but I am sure that noble Lords will keep their speeches within the 15 minutes' time limit of speeches recommended by the Procedure Committee of your Lordships' House.
