My Lords, it may be for the convenience of the House if I say a word about the length of speeches in today's debate standing in the name of the noble Lord, Lord Basnett, to which your Lordships have agreed to apply a five-hour time limit. The number of speakers is such that it is not necessary to apply a formal time limit, but I am sure that noble Lords would agree that it would conform with the spirit of these debates if they would keep their speeches within the 15 minutes maximum time limit of speeches recommended by the Procedure Committee.
