My Lords, I beg to move that the House do agree with the Commons in their Amendments Nos. 16 to 18. I know that some noble Lords dislike the principle reflected in Clause 6(4) but this has been debated extensively during the passage of the Bill. The Government remain fully committed to the establishment in certain circumstances of extradition arrangements which do not have a prima facie requirement. However, in carrying this through into the operation of the committal arrangements, the wording of this subsection could be improved and this is the intention of these amendments. I commend them to the House.
