My Lords, I think it may be for the convenience of the House if I give a word of explanation about the change of business today. One or two noble Lords may perhaps not have been here right to the end of business last night.

I think it was generally felt on all sides of the House that it would be a little late to carry on the business last night and that it would be preferable to take the rest of the amendments and the debate on the Bill do now Pass today. I must say a word of apology to all those noble Lords who were interested in the European Communities debate in the name of the noble Lord, Lord Kearton. Arrangements are being made through the usual channels for a new date for this.
