My Lords, I beg to move the second Motion standing in my name on the Order Paper. The House will remember that last session I appointed a working group, under the chairmanship of my noble friend the Chairman of Committees to consider the working of the House and to suggest ways in which it might be improved.

Shortly before the Dissolution of Parliament, the group submitted its report to me and I should like to take this opportunity to thank the members publicly for the excellent work they did. Following consultations with the leaders of the other parties and the convenor of the Cross-Benches, I have decided that the report should be printed so that all Members of the House may consider it. I very much hope that we shall be able to hold a debate on the report some time in early November, following which I shall invite the Procedure Committee to consider ways in which the report's recommendations might be implemented. I beg to move.
