My Lords, before the Motion proposed by the noble Viscount is put to the House, may I point out that the change of date for the debate on this subject has caused some inconvenience to those who want to speak on it? I hope that this may be borne in mind for the future conduct of our business.

My Lords, I apologise to the noble Lord if that is the case. I know that investigations were made through the usual channels to see whether this was appropriate, and I understood that it was. If it is not appropriate to all noble Lords, I can only apologise.
