My Lords, I beg to move that the Second Report from the Select Committee be agreed to.

The report was as follows:

1. LIBRARY

Viscount Davidson was appointed to the Library Sub-Committee in the place of the Earl of Swinton.

2. STAFF OF THE HOUSE

A report from the Sub-Committee was received.

The Committee authorised revised scales of pay for Hansard Editorial staff and the Accountant and payment of a special efficiency bonus to industrial employees in the Refreshment Department.

The Committee also sanctioned the appointment of a temporary post of Assistant Editor.

3. COMPUTER DEVELOPMENTS

A report from the Sub-Committee on Computers was received.

The Committee agreed that the Clerk of the Parliaments for the time being be authorised to enter into contracts on behalf of the House of Lords for the acquisition and maintenance of computers and related matters.

4. INSURANCE FOR LORDS

The Committee approved an increase in the personal accident insurance cover for Lords whilst on Parliamentary duty.

5. TERCENTENARY CELEBRATIONS 1988

The Committee approved provision in the House of Lords' Vote to meet a share of the expenses.

6. COMMONWEALTH SPEAKERS' CONFERENCE 1988

The Committee approved provision in the House of Lords' Vote to meet a share of the expenses.

7. PARLIAMENTARY DELEGATIONS

The Committee approved, in principle, the payment of revised subsistence allowances.

8. PARLIAMENT OFFICE

The Committee were informed of the promotions of Mr. R. H. Walters, to Chief Clerk and Mr. M. L. Hickes to Assistant Editor and authorised an extension of service for the temporary part-time archivist in the Record Office.

9. REVISED SCALES OF PAY

The Committee confirmed the application of Civil Service memorandum CM/775 to applicable clerical staff.

10. HANSARD REPORTING STAFF

The Committee authorised payment of revised late night attendance allowances and fees to permanent staff, revised attendance fees to temporary reporters and transcribers and a revision of charges for agency typists.

11. OFFICIAL SHORTHAND WRITER

The Committee authorised a revised scale of fees for the Shorthand Writer.

12. SUPERANNUATION

The Committee were informed of new early retirement arrangements that are being introduced for civil servants and agreed a proposal to apply the improved benefits to eligible staff of the House of Lords from 1st April, 1987.

The Committee were also notified of the following awards made under the House of Lords' Staff Pension Scheme:—

  1. (a) Pension and lump sum to Mr. R. E. Peters, Senior Reporter, who retired on 1st January, 1987.
  2. (b) Revised pension and lump sum to Mr. D. J. Huxley, Principal Doorkeeper, who retired on 17th January, 1986.
  3. (c) Revised pension and lump sum to Mr. A. A. Barber, Second Principal Doorkeeper, who retired on 11th April, 1986.
  4. (d) Revised pension and lump sum to Mr. T. Taylor, Doorkeeper, who retired on 1st September, 1985.
  5. (e) Pension and lump sum to Mr. K. A. Hayes, Senior Doorkeeper, who retired on 16th December, 1986.
  6. (f) Pension and lump sum to Mr. C. W. Hunt, Clerical Officer, who retired on 21st January, 1987.
  7. (g) Pension and lump sum to Mr. C. T. Grover, Clerical Officer, who retired, on ill health grounds, on 1st January, 1987.
  8. (h) Pension and lump sum to Mrs. E. F. Sawicka, Waitress, who retired on 1st January, 1987.
  9. (i) Short service payment to Mr. J. D. J. Dixon, Assistant Librarian, who resigns on 27th March, 1987.
  10. (j) Short service payment to Miss P. M. C. Carpenter, Personal Secretary, who resigned on 31st December, 1986.
  11. (k) Short service payment to Miss C. L. Rodriguez, Cleaner, who resigned on 31st October, 1986.
  12. (l) Short service payment to Mrs. G. Robertson, Cleaner, who resigned on 2nd January, 1987.
  13. (m) Notional Transfer Value in respect of Mr. R. H. Walters, Senior Clerk, who was seconded to the Treasury, on 1st April, 1986.
  14. (n) Notional Transfer Value in respect of Mr. J. I. Stoodley, Legal Officer, who was transferred to the Department of Trade and Industry, on 4th August, 1986.
