87 Clause 40, page 44, line 12, at end insert— (4) Before making any regulations under subsection (I) above, the Secretary of State shall consult—

  1. (a) such association of local authorities, and representatives of teachers, as appear to him to be concerned; and
  2. (b) any other person with whom consultation appears to him to be desirable.".

My Lords, I beg to move that the House do agree with the Commons in their Amendment No. 87. This amendment requires that the Secretary of State consult the local authority associations and teachers' associations, and anyone else with whom he thinks consultation desirable, before making the teacher appraisal regulations. The Government conceded this point at Committee stage and moved the amendment at Report stage in response to the evident wish of committee members that the consultation, which it was always intended to take, should appear on the face of the Bill. It is a measure of the Government's concern to ensure that a scheme of appraisal has the widest possible support.
