My Lords, I beg to move that this House do agree with the Commons in their Amendment No. 5. With the leave of the House, I shall speak also to Amendment No. 14.

The amendment to Clause 7 restores an existing power to prescribe exceptions and conditions in relation to the provision of advice and assistance, which was inadvertently omitted in the course of our bringing together the relevant provisions in the Legal Aid (Scotland) Act 1967 and the Legal Advice and Assistance Act 1972. The related Amendment No. 14 to Clause 37 applies affirmative resolution procedure to such regulations. I beg to move.
