436§ Lord BelsteadMy Lords, I beg to move that this House do agree with the Commons in their Amendment No. 29. During examination of Clause 15(11) in Committee in the other place, the opinion was expressed that in its present wording this subsection might not enable Ministers to collect the information needed to determine whether an approval should be reviewed, revoked or suspended, since it might limit the information obtained to that necessary for the purposes of the original approval. The Government agreed to consider this and, as a result, decided that this amendment would be appropriate.
Although the amendment is short, it leaves no doubt that the power to require information may be exercised at all stages of pesticide supply and use controlled by Part III, so that Ministers can exercise those controls properly. It therefore ensures that the Government can have both information to approve and information to revoke, review or suspend pesticides.
