Your Lordships will recall that during the debate on Third Reading in this House, the Government accepted two amendments to the Bill tabled by my noble friend Lord Stanley of Alderley, the purpose of which was to specify in Clause 15(7) of the Bill that the Advisory Committee on Pesticides should be consulted and offer advice on all matters connected with Clause 15(1) of the Bill.

Although my noble friend was responsible for moving this amendment, I know that it was the wish also of noble Lords in other parts of the House as well as the noble Baroness and the noble Lord opposite. When this matter was debated in Committee in the other place, the Government accepted a further amendment which sought to broaden the range of that advice to all aspects of pest control. Commons Amendment No. 28 achieves all those commitments. Amendment No. 47, which goes with this, is a necessary technical amendment to which I am also speaking.

My Lords, I do not wish to detain the House unnecessarily, but I feel that again I must express our pleasure at the inclusion of this amendment, which was, as the Minister said, very warmly discussed here. We feel very deeply about it and we are very grateful indeed that it has been included.
