Whether they propose to legislate to replace the term "free pardon" with a more suitable expression.

We have undertaken to give further thought to this matter. It seems from the debate in this House on 21st November 1983 (HL Debates, Vol. 445, cols. 99–105) that a generally acceptable alternative to the expression "Free Pardon" has yet to be found.
