My Lords, I rise to move that this Bill be now read a second time.

It continues the process of consolidating the extensive and varied mass of legislation relating to public health and follows the Refuse Disposal (Amenity) Act 1978, the Litter Act 1983 and the Public Health (Control of Disease) Bill. The present Bill consolidates the provisions relating to new and existing buildings and such of the ancillary provisions contained in Part XII of the Public Health Act 1936 as are relevant. If your Lordships give this Bill a Second Reading, it will be referred in the usual way to the Joint Committee on Consolidation Bills. I beg to move.
