My Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 5. We hope in due course to enter into prisoner transfer arrangements with countries outside the Council of Europe, including United Kingdom dependencies overseas. It came to our attention that the Bill as drafted might not permit prisoner transfers between the United Kingdom and the dependencies. The amendment is designed to close this loophole. I beg to move.
