My Lords, with the leave of the House I should like to say a brief word about the timing of this afternoon's debate standing in the name of the noble Lord, Lord Beswick. As this is the first occasion on which the House has applied the five-hour time limit which your Lordships approved on 25th January, I had expected to suggest a time standard. This would have entitled intermediate Peers to speak for marginally longer than both the mover of the debate and my noble friend the Minister, even allowing for the right of my noble friend to rise 25 minutes before the scheduled end of the debate. However, I believe that the House would appreciate it if noble Lords would exercise a voluntary restraint rigid enough to initiate the spirit of this new type of limited debate.
