My Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 140. Clause 61 proposes three amendments to Section 172(5) of the 1948 Act, one of which permits the Secretary of State to cause the Registrar of Companies to keep a copy of the report of inspectors under Section 172 in certain circumstances instead of obliging him to do so as at present. We do not think that Clause 61(c) as brought from the Lords to the other place achieves this objective, and this amendment is intended to ensure that the discretion given to the Secretary of State as to whether to send a copy of the report of inspectors appointed to investigate the ownership of a company extends to the report of all such investigations whether edited or not.
