§ The Earl of MansfieldMy Lords, I beg to move that this House doth agree with the Commons in the said amendment. I should also like to speak to Amendments Nos. 111 and 116. These amendments remove the risk of wives, who wish to obtain the transfer of a tenancy of their council house, having to pay substantial sums of compensation because of the potential capital 397 gain which could be realised by the other spouse if the house was purchased at a discounted price under the Tenants' Rights etc. (Scotland) Act 1980.
