My Lords, with the leave of the House, I should like to make a personal statement. Yesterday I had occasion to move that Standing Order No. 29 be read aloud, and I should like to tell the House that on reflection I appreciate that this particular Standing Order was not appropriate, as no personal offence was intended by the noble Lord, Lord Bruce of Donington. For this I apologise to your Lordships' House.
