My Lords, I beg leave to ask the Question which stands in my name on the Order Paper.

The Question was as follows:

To ask Her Majesty's Government whether it is legal to disconnect speedometers on unregistered new cars when being delivered on trade plates, and if so whether it is proposed to introduce amending legislation to make this illegal.

My Lords, it is at the moment legal for unregistered new cars to be driven with their speedometers disconnected. My right honourable friend the Minister of Transport, is aware of the loophole; and on 3rd December he laid before both Houses am amendment to the regulations making this undesirable and unsafe practice illegal.

My Lords, I should like to thank the noble Earl and to say how much I appreciate his reply, which means that action is being taken in the interests of road safety.
