§ The CHAIRMAN of COMMITTEES (Lord Aberdare)My Lords, I beg to move that the Sixth Report of the Select Committee on the House of Lords' Offices be agreed to. I should like to direct your Lordships' attention to the first two items in this report. On the first item, I am sure that all noble Lords will have seen with great regret that Miss Wilson has decided for personal reasons to resign at the end of this Session. A letter has gone out to all noble Lords inviting contributions to a leaving present for Miss Wilson in view of her 16 years' exceptional service as supervisor of the Refreshment Department.
My Lords, on the second item, I am sure also that your Lordships will be pleased to see, in view of recent events, that your Lordships will soon be covered by a personal accident insurance scheme. As this scheme comes into effect as soon as it is approved by the House, I hope that your Lordships will agree this report without further ado.

§ The report was as follows:
§ 1. REFRESHMENT DEPARTMENT
§ The Committee received a report from the Refreshment Department Sub-Committee and were informed of the impending resignation of Miss S. R. Wilson, the Superintendent.
§ The Committee requested that the Chairman of the Sub-Committee should convey to Miss Wilson their appreciation of her long and valuable service.
§ 2. INSURANCE FOR LORDS
§ The Committee approved provision for the Personal Accident Insurance cover of Lords whilst they are engaged on Parliamentary duty in the United Kingdom.
§ 3. PARLIAMENTARY DELEGATIONS
§ The Committee approved provision for the payment of revised subsistence allowances.
§ 4. PARLIAMENT OFFICE
§ The Committee were informed of the promotion of Mr. R. FL Walters to Senior Clerk.
§ 5. POLICE
§ The Committee were informed of a recommendation to appoint a Chief Fire Officer and approved provision for a share of the cost of this additional post.
§ 6. REVISED SCALES OF PAY
§ The Committee confirmed the application of the following Civil Service Memoranda:
- (a) CM/427 and GC/I89—Museum Keeper etc. grades
- (b) CM/428—Revised scales of pay
- (c) CM/444—Higher Grades etc. pay
- (d) CM/446—Typing Proficiency Payments
- (e) GM/193—Fees to Academic Consultants etc.
- (f) The Committee also approved a revision in the pay of the Chairman and Principal Deputy Chairman of Committees.
§ 7. OFFICIAL SHORTHAND WRITER
§ The Committee sanctioned a revision in the Official Shorthand Writer's scale of fees.
§ 8. HANSARD REPORTING STAFF
§ The Committee authorised a revision in the fees payable to temporary Reporters and approved the arrangements made for the temporary appointment of Reporting Staff formerly employed by the Northern Ireland Assembly.
§ 9. SUPERANNUATION
§ The Committee were notified of the following awards:—
- (a) Pension and lump sum to Mrs. J. Preston, Senior Personal Secretary, who is retiring on 1st September 1980.
- (b) Preserved pension and lump sum to Miss C. Jennings, Higher Executive Officer, who resigned on 30th June 1980.
- (c) Pension and lump sum to Mr. R. L. J. Pope, Judicial Doorkeeper, who retired on 13th May 1980.
- (d) Pension and lump sum to Mrs. A. Langley, Cleaner, who retired on 18th April 1980.
- (e) Pension and lump sum to Mrs. A. Bell-chambers, Cleaner, who formally retired on 17th June 1980.
- (f) Short service payment to Miss E. A. Bowen-Jones, Personal Secretary, who resigned on 25th April 1980.
- (g) Short service payment to Miss A. E. M. Roberts, Personal Secretary, who resigned on 31st May 1980.
- (h) Short service payment to Mrs. S. Sadler, Clerical Officer, who is resigning on 30th July 1980.
§ 10. CONFERENCE ON DELEGATED LEGISLATION
§ The Committee agreed to make provision for the payment of expenses so as to enable a Lords member of the Joint Committee on Statutory Instruments and Counsel to the Chairman of Committees to attend a conference on delegated legislation in Australia in September.
