The CHAIRMAN of COMMITTEES (Lord Aberdare)

My Lords, I beg to move that the first Report from the Select Committee be agreed to.

The report was as follows:

1. APPOINTMENT OF SUB-COMMITTEES

The following members of the Committee were appointed to the Sub-Committees:

(a)Administration Committee

With the Clerk of the Parliaments. and the Gentleman Usher of the Black Rod. With power to co-opt further Lords.

(b)Library Sub-Committee

With the Clerk of the Parliaments.

With power to co-opt further Lords and to appoint their own Chairman.

(c)Refreshment Sub-Committee

With the Clerk of the Parliaments.

With power to co-opt further Lords and to appoint their own Chairman.

(d)Staff of the House Sub-Committee

With the Clerk of the Parliaments and the Gentleman Usher of the Black Rod.

With power to co-opt further Lords.

(e)Finance Sub-Committee

With the Clerk of the Parliaments.

With power to co-opt further Lords.

(f) Works of Art Sub-Committee

With the Clerk of the Parliaments.

With power to co-opt further Lords and to appoint their own Chairman.

(g) Sub-Committee on Computers

With the Clerk of the Parliaments.

With power to co-opt further Lords and to appoint their own Chairman.

2. COMPUTER DEVELOPMENTS

The Committee were informed of the appointment of Mr. R. S. Morgan as Computer Development Officer to the Houses of Parliament.

The Committee approved provision for a share of the cost of a detailed study to be commissioned in order to produce an overall plan for computer developments in both Houses.

3. PHOTOGRAPHIC RECORD OF LORDS AND STAFF OF THE HOUSE

The Committee agreed a recommendation from the Administration Committee for the production of a photographic record of Lords and staff of the House.

4. DEPARTMENT OF THE GENTLEMAN USHER OF THE BLACK ROD

The Committee were informed of the impending retirement on medical grounds of Group Captain R. M. B. Duke-Woolley, Yeoman Usher of the Black Rod.

The Committee approved the payment of an allowance to the Staff Superintendent for duties performed on Bank and Public Holidays.

5. PARLIAMENT OFFICE AND LIBRARY

The Committee were informed of the appointment of Peter George Davis, PhD, and Miss Elizabeth Mary McInnes, ALA, as Library Clerks.

6. REVISED SCALES OF PAY AND ALLOWANCES

The Committee approved a revision in the pay of the Chairman and Principal Deputy Chairman of Committees.

The Committee also confirmed the application of the following Civil Service Code Memoranda:

  1. (a)CM/322—Pay of the Higher Civil Service
  2. (b)CM/340—Subsistence Allowances
giving revised rates of pay and meal allowances to applicable Officers and staff of the House of Lords.

7. HANSARD REPORTING STAFF

The Committee authorised revised attendance fees to permanent and temporary staff.

8. UNIFORM ALLOWANCES

The Committee approved revised allowances payable to Clerks at the Table, the Gentleman Usher of the Black Rod, the Yeoman Usher and Doorkeepers for the provision and replacement of items of dress clothes.

9. SUPERANNUATION

The Committee were notified of the following awards:

  1. (a)Preserved pension and lump sum to Mrs. S. A. Blackwood, Personal Secretary, who resigned on 31 st December 1977;
  2. (b)Revised pension and lump sum to Mrs. M. I. Haynes, Clerical Officer, who resigned on 1st June 1978;
  3. (c)Preserved pension and lump sum to Mrs. R. L. Whitworth, Personal Secretary, who resigned on 31st May 1978;
  4. (d)Short service gratuity to Mrs. L. E. Rivers, Clerical Officer, who resigned on 31st May 1978;
  5. (e)Short service gratuity to Mr. R. StC. Gainer, Clerical Officer, who resigned on 14th July 1978;
  6. (f)Pension and lump sum to Mrs. J. M. P. McGuinness, Cleaner, who retired on 20th September 1978;
  7. (g)Pension and lump sum to Mrs. R. Heitman, Cleaner, who formally retired on 12th October 1978;
  8. (h)Ill-health gratuity to Mr. T. A. Davitt, Attendant, who retired on 1st November 1978;
  9. (i) Pension and lump sum to Miss P. P. Foreman, Cleaner, who retired on 26th November 1978;
  10. (j) Pension and lump sum to Mr. A. G. Fuke, Senior Attendant, who retired on 30th November 1978.
