My Lords, I beg to introduce a Bill to amend the Countryside (Scotland) Act 1967 by empowering planning authorities to make byelaws in relation to public paths, long distance routes and public rights of way; by allotting to planning authorities carrying out district planning functions certain powers and duties in relation to public rights of way; and by providing a new designation for officers engaged in certain activities; and for connected purposes. I beg to move that this Bill be read a first time.
