§ Lord KIRKHILLMy Lords, I beg to move that this House doth not insist on Amendment No. 103 to which the Commons have disagreed, but that the House should accept Amendment No. 104 proposed in lieu.
Amendment No. 103 was moved by the Government on Third Reading of the Scotland Bill to take account of the Transport Bill, which was itself given a Third Reading yesterday by your Lordships' House. Some changes of substance were made to the Transport Bill on its Report stage after Amendment No. 103 was made, and as a result the Amendment no longer does what is required. I hope your Lordships will agree with the substitution of the new Amendment No. 104 in lieu.
§ Moved, That this House doth not insist on Amendment No. 103 to which the Commons have disagreed, but doth agree with the Commons in their Amendment No. 104 in lieu thereof.—(Lord Kirkhill.)
