My Lords, I beg to move the second Motion standing in my name on the Order Paper. Noble Lords will recall that the House agreed to the establishment of a Select Committee on a Bill of Rights when the noble Lord, Lord Wade, moved the Motion for the Second Reading of his Bill. The Select Committee was appointed on 17th May and still has a number of witnesses whom it wishes to hear. I hope the House will agree to the Committee's reappointment.

Moved, that a Select Committee be appointed to consider whether a Bill of Rights is desired and, if so, what form it should take.—(Lord Peart.)
