My Lords, I beg leave of the House very briefly to apologise, as in duty bound, for my failure to be here to put Question No. 2. I had been in the Library for an hour. I did not know that Question No. 1 would not be asked and, what is more—it was entirely my fault—I overlooked the fact that Prayers were not being read this afternoon, so my arrival at 2.31 precisely was too late.
