§ Lord BANKSMy Lords, I beg to introduce a Bill to amend the Representation of the People Act 1949 so as to provide for the direct election thereunder of the United Kingdom Members of the Parliament of the European Communities; to provide that such direct election shall, wherever practicable, be by single transferable vote in multi-Member constituencies; to provide for such constituencies as aforesaid; and for purposes connected with those matters. I beg to move that the Bill be now read a first time.
