My Lords, with the leave of the House, I beg to move that this House doth agree with the Commons in their Amendments Nos. 9 to 14 inclusive en bloc. The purpose of these Amendments is to impose a time limit on the advance issue of a Marriage Schedule for a religious marriage by providing that the registrar must not, without authority, issue it earlier than seven days before the date of the marriage. Without this measure of control the registrar might be pressed to issue the Schedule a month or more before the date of the marriage and this would increase the risk of the Schedule being mislaid, lost or destroyed while in the possession of the parties. At present registrars withhold issue of the Schedule until a few days before the marriage, and the Amendments merely give statutory backing to what is present practice.
