After Clause 2, insert the following new clause:

Dual marking and conversion charts: duty to consult about regulations

". Before making any regulations under section 9B of the 1963 Act (as amended by this Act) the Secretary of State shall consult with such persons as appear to him to be representative of interests substantially affected by the regulations."

My Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 5. This Amendment imposes on the Secretary of State a specific requirement to consult interested parties before using his powers to make regulations under the new Clause 9B. These are regulations relating to dual marking and the display of conversion charts. The Government would in any case consult before making regulations of this type and we see no harm in such a requirement being written into the Bill.
