Clause 2, page 2, line 1, leave out 'Subject to section 3 below,' and inset 'When an Order in Council under section 3 of this Act is in force'

My Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 4. This Amendment and Amendment No. 7 are consequential on the new provisions in Clause 1, incorporating the qualifications as to the making of orders at present contained in Clause 3(2) and (3). As Clause 3(2) will no longer contain a restriction on the making of directions when an Order in Council is not in force, it is necessary to make a direct reference to this restriction in Clause 2 itself. My Lords, I beg to move this drafting Amendment.
