My Lords, I beg to move that the House doth agree with the Commons in their Amendments Nos. 50 and 51 en bloc. During the Report stage of this Bill in your Lordships' House, my noble friend Lord Shepherd said in relation to conservation—and here I quote: If there is a need to make an Order it is because a specific problem has not yielded to other treatment.". In this case the Government believe a problem which did create a need for an Order has now yielded to other treatment. The Order is no longer needed as we have negotiated four voluntary codes which are in the final stages of agreement. These will offer a choice of different periods of the day during which advertisers can opt to light up electrical signs, poster displays or display lighting. Amendments Nos. 50 and 51 were moved and accepted at Report stage in another place, and I hope that these Amendments will also be acceptable to your Lordships.
