§ Lord STRABOLGIMy Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 48. On this motion I should like to speak to Amendments Nos. 53A, 54 and 55. Amendments Nos. 48 and 55 are paving Amendments. These Amendments, remove any uncertainty as to what offence may be committed, what maximum penalties for offences are applicable and what powers of enforcement are available in respect of these orders. I beg to move.
