Baroness FISHER of REDNAL asked Her Majesty's Government:

Whether they are aware of the concern which exists over the delay in implementing the recommendation of the 1972 Speaker's Conference on Electoral Reform that patients at all hospitals should have an equal right to inclusion in the electoral register.

In accordance with a subsequent recommendation of the Conference, an Interdepartmental Working Party was set up to consider the arrangements needed for implementation of the main recommendation. The deliberations of this Working Party have shown that the recommendation of the Speaker's Conference raises a number of complex issues and the Government are now considering how these might best be dealt with.
