Clause 4, page 5, leave out lines 3 to 7 and insert—
("(2) The provisions of this Act shall come into force as follows—
(2A) The Secretary of State may by order made by statutory instrument appoint a day for the coming into force of the provisions of this Act falling within paragraph (b) or (c) of subsection (2) above and different days may be appointed under this subsection for different provisions of section 2.
(2B) In this Act "appointed day", in relation to any provision of it, means the day appointed under subsection (2A) above for that provision to come into force.
§ Baroness STEDMANMy Lords, Amendment No. 11 to subsection (2) of Clause 4 of the Bill completes the process of amending the commencement provisions of the Bill in order to take account of the fact that it has not been possible to enact the Bill before 1st January 1976 when Article 5 of the relevant EEC Regulation came into force in relation to driving within the United Kingdom. The effect of the Amendment is that the provision of Clause 1 and the Schedules which relate to the heavy goods vehicle driver licensing threshold and of Clause 2 will come into force on a day to be appointed by order, The rest of the Bill—the provisions relating to minimum driving ages and Clause 3—will come into effect on enactment of the Bill.
