Clause 14, page 15, line 31, leave out from ("Parliament") to end of line 38.

The Commons disagreed to this Amendment for the following Reason:

Because the said Amendment would result in all compensation under a compensation order having to be paid out of moneys provided by Parliament, and the Commons do not offer any further Reason trusting that this Reason may be deemed sufficient.

I beg to move that this House doth not insist on their Amendment No. 13 to which the Commons have disagreed for the Reason numbered 14. I quote this Reason in full because it is of some interest. It is: Because the said Amendment would result in all compensation under a compensation order having to be paid out of moneys provided by Parliament, and the Commons do not offer any further Reason trusting that this Reason may he deemed sufficient. My Lords, I understand that the somewhat arrogant terms of this Reason rest upon the question of privilege. I suppose that we are not intending to question that doctrine of privilege and I hope it will he considered satisfactory.
